Measuring Regional Innovation Efficiency in China using a Dynamic Network DEA Model

With the explosive growth in R&D investments and patent applications recent decades, has China truly achieved improved innovation quality? To answer this question, it is necessary to correctly estimate China’s efficiency. However, when measuring efficiency, dynamic network features of process are seldom considered simultaneously. Therefore, paper employs method data envelopment analysis overall, period, sub-stage efficiency 30 provinces between 2012 2016. We conclude that: (1) There a regional imbalance overall scores, for example, developed more efficient than less areas. (2) The period values not high each represent gap among various provinces. (3) For most provinces, scores stage higher those commercialization phase, indicating an uneven distribution structure. Accordingly, policymakers should focus on indicators, encourage according local conditions, facilitate long-run enhancement both commercialization.
